The NFF’s 16 August 2013 submission on the Chain of Responsibility (CoR) in the Heavy Vehicle National Law issue paper being undertaken by a taskforce appointed by the Standing Council on Transport and Infrastructure outlines the need for a ‘whole of supply chain’ approach to make the chain of responsibility provisions in the Heavy Vehicle National Law (HVNL) more effective, and notes that ideally, the aim of the CoR should be to promote safety without prohibiting productivity and efficiency or add another layer of bureaucracy.
